Dimum served as a Roman garrison and customs station on the Lower Danube frontier. Excavations uncovered military headquarters and fortress gates; reconstructed sections show aspects of its fourth-century defensive architecture.

The building’s three horizontal rings symbolise the three assaults on Pleven. Its central panorama recreates the third assault and fighting at the Kovanlak redoubt, combining painting with a realistically modelled battlefield setting.
The museum combines history, ethnography and natural-history collections from the Pleven region. Archaeological research covers Roman Ulpia Oescus, Storgozia fortress and medieval Nikopol, while its park adds an outdoor exhibition.
Architect Pencho Koychev won the competition for the memorial, conceived in Bulgarian ecclesiastical style. Its decoration brought together leading sculptors and painters, including Ivan Mrkvicka and Anton Mitov, in a commemorative project.
The historical section displays photographs, barrels, vessels and tools for making and serving wine. The natural cave in Kaylaka was shaped into a cross for an earlier plan to house the Pleven Panorama.
